Jan. 17, one day after 2022 Migrant Workers Rally, we came across a post by Employers Association（台灣失能者家庭暨看護雇主國際協會）on its Facebook fan page which publicized personal information and Facebook account of a migrant worker. This is a replicating strategy of brokers publicizing personal information of those migrant workers deemed as “not qualified” with the intention of causing individual migrant worker mental distress and making a black list in the past.
Posting on Facebook, as a form of freedom of speech is guaranteed in Taiwan, a democratic and free country. However, it has infringed on human rights to make known personal information.
The strategy of disclosing personal information about migrant workers and establishing online blacklist has been criticized. That is, neither rational discussion regarding policies could be
facilitated nor predicament of long-term care system and care receivers would be alleviated if someone only focuses on attacking and blaming on migrant workers based on misinformation.
To solve the problems of families with critically ill patients and the dilemma of vulnerable groups hurt each other’s rights, we call for the government to consider long-term care as an important part of social welfare and take actions. Some of the actions are the inclusion of migrant workers as long-term care manpower, the abolishment of hiring migrant workers by individual family, the arrangement of manpower deployment by long-term care institutions. The government should shoulder the responsibility of all the expenditure incurred.
