【聲明】公布移工個資已侵犯人權 亦無助於改善長照困境

Jan. 17, one day after 2022 Migrant Workers Rally, we came across a post by Employers Association(台灣失能者家庭暨看護雇主國際協會)on its Facebook fan page which publicized personal information and Facebook account of a migrant worker. This is a replicating strategy of brokers publicizing personal information of those migrant workers deemed as “not qualified” with the intention of causing individual migrant worker mental distress and making a black list in the past.
台灣為民主自由國家,網路發文雖受言論自由保障,但公布個資已侵犯人權。
Posting on Facebook, as a form of freedom of speech is guaranteed in Taiwan, a democratic and free country. However, it has infringed on human rights to make known personal information.
公布移工個資,建立網路黑名單的手法過去已招致批評,使用錯誤資訊,攻擊譴責移工,不僅無法促進理性的政策討論,也對改善目前長照制度及受照顧者的長照困境毫無幫助。
The strategy of disclosing personal information about migrant workers and establishing online blacklist has been criticized. That is, neither rational discussion regarding policies could be
facilitated nor predicament of long-term care system and care receivers would be alleviated if someone only focuses on attacking and blaming on migrant workers based on misinformation.
在此呼籲,長照服務為社會福利的一環,將移工納入長照人力,廢除個別家庭聘僱移工,由長照機構進行人力調派,增加的成本由政府介入,才能解決重症家庭的照顧問題,解決目前弱弱相殘的兩難。
To solve the problems of families with critically ill patients and the dilemma of vulnerable groups hurt each other’s rights, we call for the government to consider long-term care as an important part of social welfare and take actions. Some of the actions are the inclusion of migrant workers as long-term care manpower, the abolishment of hiring migrant workers by individual family, the arrangement of manpower deployment by long-term care institutions. The government should shoulder the responsibility of all the expenditure incurred.
